WHAT'S NEEDED?
Determining what resources are needed to address a need and gathering those resources.  This may involve:
  • Recruiting people who are committed to change in a particular area and can give their time to a project or initiative
  • Providing support to organize volunteers, manage meetings, solicit funding etc.
  • Assembling knowledge of issues and connections to experts with certain skills and knowledge
  • Researching innovative ways to create a solution
